The lack of the copyright symbol or the word "copyright" would make the notice invalid. I see that both said items were missing in the image you provided, so that would make this notice invalid. Should be ok to upload if you want to.

Thanks for the info! (the item was already uploaded by someone....what I want to do is use the video in a project I'm doing)
